From problem recognition to persistent infrastructure

Our Story

The development of SEIPID emerged from a sustained period of observation, research, and practical engagement with scholarly publishing systems between 2023 and mid-2024. During this period, recurring challenges became evident across journals, repositories, and institutional platforms, including broken links, fragmented metadata, inconsistent registry records, and high operational barriers to persistent identification.

These observations highlighted the need for a cost-efficient identifier infrastructure that could support long-term stability, clear metadata representation, and practical usability without adding unnecessary complexity for journals, repositories, or researchers.

In September 2024, a formal decision was made within the Expert Novice Group, in coordination with its constituent unit Xpertno Research Center, to design SEIPID as a dedicated scholarly identifier and registry system focused on persistence, accountability, and interoperability. The initiative was founded and architected by Nasir Razzaq (Raja Nasir) with the aim of building infrastructure shaped by real scholarly workflows rather than abstract technical assumptions.

SEIPID was initially soft-launched in December 2024 with a limited group of participating journals to test identifier issuance, metadata registration, and resolution performance under operational conditions. Following a period of system validation and iterative refinement, governance of the infrastructure was formally placed under Xpertno Research Center (XRC) in January 2026 to support institutional oversight and long-term continuity.

In March 2026, SEIPID entered full public release as a metadata-resolvable persistent identifier infrastructure governed and operated by XRC, supporting the stable identification, citation, and discoverability of scholarly digital outputs across evolving research platforms.

Our Journey

Phase 1 — Research & Observation (2023–24)

Extensive analysis of journals, repositories, and identifier systems to understand long-term behaviour, cost barriers, and metadata integrity challenges.

Phase 2 — Strategic Decision (Sep 2024)

Formal decision to design SEIPID as a dedicated scholarly identifier and registry system.

Phase 3 — Initial Launch (Dec 2024)

Controlled launch with a limited number of pre-registered journals to validate identifier assignment, resolution, and registry workflows.

Phase 4 — System Enhancement (Mar 2025)

Improvements to dashboards, citation handling, metadata presentation, and internal usability based on early feedback.

Phase 5 — Governance Transition (Jan 2026)

Formal transfer of operational rights to the Xpertno Research Center (XRC), followed by renaming, rebranding, and structural consolidation.

Phase 6 — Full Launch (March 9, 2026)

Public release of SEIPID as a metadata-resolvable persistent identifier infrastructure under XRC governance.
